WoW: Forever leveling and quest guide (Alliance and Horde)

A 1 to 60 route for both factions, with checklists that save your progress, the Skyborne starting zone, the new quests that already have names and the class quests that changed. Pick your faction below to hide the other side. The beta stopped at level 30, so the upper half of this guide is pre-launch.

The basics before you start

The level cap is 60, and Blizzard says it stays there "for the foreseeable future". The beta (September 17 to October 21) spent most of its run capped at level 30, so everything this guide says above 30 comes from announcements and pre-launch data, not from play testing.

There are more than 1,000 new quests between 1 and 60, with no flying and no level scaling. The route matters, and every flight path you grab on the way saves you minutes later.

Tips that apply to everyone

Hearthstone: bind at the inn closest to your next block of turn-ins, not in your capital. Changed region? Bind again. In Classic the cooldown is 1 hour, so save it for long trips back, like leaving Riverglades after the boat from Tanaris. (unverified)
Camping: the quest The Great Outdoors (around level 5) unlocks it. It comes from an adventurer just outside the main hub of each starting zone. The Basic Campfire sets up a camp with vendors, repairs and buffs, and sitting by it makes you rested.
In practice you can keep your hearthstone on an inn and still rest out in the field overnight. That combo is our own inference. (unverified)
Legacy System: the "Well Rested" perk boosts rested XP. Food now gives an XP bonus too.
Dungeons: dungeon quests give 50% less bonus XP than in Classic. Go in when you need gear or already carry several of its quests. See dungeons on the way.
Riding: at 40, training costs 100g plus a 20g mount (60% speed). At 60 it's 1,000g plus a 200g mount (100%). Honored with your home faction gives 10% off. Dual spec opens at 40 for 10g.
Addons: Questie marks quest givers and objective areas on the map. Forever Quest Tint gives the text of non-vanilla quests a teal background (/fqt id checks the open quest). Both are in our addon tier list.
Rulesets: Normal, PvP and RP, without fixed realms. Hardcore arrives after launch.

What isn't true (so far)

There is no announced paid level boost. The developers said there are no plans for character boosts or a WoW Token. The "Forever boost" offers in search results come from power-leveling sellers, not Blizzard.
"Fewer forced world refreshes": Blizzard calls Forever a permanent world, not a seasonal one, but we found no direct developer statement about server refreshes. (unverified)
Dungeon teleports: per a Spanish-language report, you walk to every dungeon entrance. (unverified)

Skyborne and Zephras Isle

The new race is the Skyborne (Celonatos in Brazilian Portuguese). It plays on both sides: Windshaper Skyborne are Horde and High Order Skyborne are Alliance. You choose at character creation.

Skyborne isn't included with a plain subscription: you need the Skyborne Heroic Pack or a higher tier.

Zephras Isle (1 to 12)

Zephras Isle sits in Skywall, the elemental plane of air, and it's the starting zone for both versions of the race. Every quest on the island is Forever-only. The order below follows Warcraft Tavern's walkthrough; the run from Thendal to Valanaar takes about 10 minutes.

Thendal Village and Thendal Grove: first quests. The island gives a gathering-profession voucher through Harvesting Windstones.
Around level 5: pick up The Great Outdoors (camping) from the adventurer outside the main hub.
Shen'dar Highlands and Shen'dar Village: full class trainers here.
Falaath Village.
Valanaar and Gustberry Lowlands: full trainers and the skyship docks. Galestrider, the racial mount, is sold by Genn Fairweather on the island.
Druids at level 10: Strength and Mercy from Urs'endris is the Skyborne take on the Bear Form quest.
Shadowgale Forest.
East Pylon and Shrine of Akir: finale with Confront Lorthuna.
Board the skycutter at the Valanaar Skydocks (Horde: southwest dock; Alliance: northeast dock).

Windstones work as health and mana potions, but only on the island.
The Blessing of Zephras tornado gives +40% movement speed until you attack something.

Leaving the island

Horde: the southwest dock skycutter lands across from Thunder Bluff. Glide over with Walk on Air and fly from Thunder Bluff to Orgrimmar (50 copper, so keep some change).
There's also a new route between Skywatcher Plateau and Mulgore.
Beta notes say Shenthul in Orgrimmar now trains Windshaper Skyborne; we read that as rogues. (unverified)

Alliance: the northeast dock skycutter goes to Dalaran, not Stormwind. Take the Stormwind portal in the building just ahead of the landing.
From Stormwind, head to Westfall or Loch Modan (see the Alliance route).

Alliance route, 1 to 60

The level brackets follow a pre-launch route sketch from a third-party site plus the Classic flow. Treat it as a starting point, not a tested route. Nothing above 30 was played in the beta.

Alliance ships and flights

New: Stormwind ↔ Auberdine (Darkshore) ship. It replaces the old Menethil detour to Kalimdor.

New: neutral Steamwheedle ship between Gadgetzan (Tanaris) and Powderfuse Port (Riverglades).
Unchanged: Auberdine ↔ Rut'theran (Teldrassil), the Feathermoon ferry, the Deeprun Tram, the Booty Bay ↔ Ratchet boat.
No flying mounts and no scaling: talk to every flight master you pass.

1-6: in your starting zone, do the quest that hands out a free gathering manual (Mining for Dummies, Wild Harvest or Pelt Collecting for Beginners: +2 skill, up to 15).

6-11: finish your race's starting area (table above). Humans: Goldshire, the eastern bridge, Westbrook and Hogger.

New Forever quests

Blizzard talks about more than 1,000 new quests. So far we've named and sourced about 75: open-world and city quests, quests for the new dungeons, class quests and the Zephras Isle questline. Levels come from Wowhead's XP calculator, so they're approximate.

The open-world list leans Horde because the people logging beta data played Horde, not because the Alliance has less content. Use the faction toggle above to hide the other side. The Zephras Isle questline is under Skyborne and class quests under class quests.

In Forever, dungeon quests give 50% less bonus XP than in Classic (beta change on October 1). Go in when you need gear or have stacked several of that dungeon's quests, not purely for XP. And you walk to the door. Bosses and loot are in the dungeons and raids guide.

What we still don't know

Everything above 30 is pre-launch. The Riverglades, Shen'dralas and Mount Hyjal brackets are partly announced or not announced at all. We'll recheck after November 4.
No quest names from Riverglades, Shen'dralas or Hyjal have surfaced yet.
Few new Alliance open-world quests have known names.
Wowhead's Forever quest pages are still thin: no quest givers, and levels only through the XP calculator.
The exact order of the Zephras Isle quests isn't confirmed.
Level ranges for Excavation Site: Wetlands and Krol'dok Stronghold have conflicting sources.
Class mounts (warlock and paladin), Infernal and Doomguard: no Forever details yet.
Rewards for the library quests and the levels of Kyle's Gone Missing! and Power Over Poison: unconfirmed.
No source confirms a paid level boost or "fewer world refreshes".
Quest, zone and NPC names stay in English because the Portuguese client names haven't been checked yet.
